The Scales of Justice in the Center of Skopje: Where Does Freedom of Expression End and Hate Speech Begin?

SKOPJE, February 2, 2026 – Today, at the square near “Kim” on “Partizanski odredi” Boulevard, Skopje residents were met with a new urban art installation titled “Measure your words before you speak or write.” The installation addresses the increasingly prevalent issue of hate speech and its frequent confusion with the concept of freedom of expression.

The action stems from the need to highlight a dangerous practice where freedom of speech is perceived as absolute and is often misused to spread offensive, discriminatory, and hateful messages—at times even unintentionally. With the rising influence of social media, a segment of the public has begun to equate hate speech with free speech, leading to serious social consequences.

A Symbolic Balance

The installation features a large scale, inspired by the Scales of Justice (Lady Justice), set in a state of equilibrium.

  • One side of the scale bears the inscription “Freedom of Expression,” while the other reads “Hate Speech,” written in both Macedonian and Albanian.
  • The balance between the two sides symbolizes the thin line and the constant need to weigh the right to free expression against the responsibility for the words we use.

Through this visually engaging and simple form, the initiative aims to encourage citizens to think before they speak or post and to ensure they do not use freedom of expression as a justification for spreading hate.

About the Project

The installation measures 2 × 2 meters and is constructed from wood and metal elements. This action was prepared by the Center for Contemporary Arts Skopje as part of the project Reporting Diversity Network 2.0 – The New Agenda.” The project is implemented by the Association for the Advancement of Journalistic Practices “Innovative Media Skopje”.
